It defines the concept in relation to terms like "mobility", "flexibility", "core skills", and "key qualifications". It gives examples from industry and crafts and trades in a European dimension. It discusses the role of the concept in developing regions through inward investment and the benefits and risks of the concept from the perspective of the company, the individual worker and labour markets of Europe.
