Key qualifications are variously seen as allowing the development of "prospective vocational training', of preparing the workforce for the introduction of new forms of work organisation, and of dealing with the challenges to traditional curriculum posed by the emergence of new occupational profiles.\|The paper traces the history of core skill research and development in the United Kingdom and briefly surveys core skill development in other European countries.
